Download the "Non-Thread Safe" (NTS) zip version of PHP from windows.php.net. Click OK and let Windows apply the changes

When switching PHP versions at the site or application level, PHP Manager creates local copies of handler mappings at that configuration level. This means subsequent changes to the parent configuration will not automatically propagate to these overridden levels – an intentional design that ensures version isolation.
