Before installing the gameconfig, you must have these foundational tools in your GTA 5 directory:
Drag your chosen modified gameconfig.xml file from your desktop and drop it directly into the OpenIV file window at mods/update/update.rpf/common/data/ . OpenIV automatically replaces the old file. Close OpenIV to save the changes. Troubleshooting Common Modding Crashes
