It is imperative to address the licensing model. The Media Creation Tool downloads the Windows 8.1 setup files, but it does provide a product key.
Follow these steps to obtain the official installation media from Microsoft:
Click "Select" and choose the Windows 8.1 64-bit ISO you just downloaded. Partition Scheme: Choose GPT for modern computers (UEFI). Choose MBR for older computers (BIOS).
